The invention discloses a cold water meter vision detection system and a detection method based on image processing technology. The vision detection system comprises an industrial camera, light sources, a light source controller, an industrial personal computer and a display. The cold water meter image is collected by the industrial camera with a pair of light sources, and the collected image is sent to the industrial personal computer.
