The invention relates to a modularized safety control system for a well mouth. The modularized safety control system comprises a main control system and a plurality of independent control module pipelines, wherein the plurality of independent control module pipelines are connected with the main control system, and each independent control module pipeline is provided with an emergency switch-off system for the well mouth; each emergency switch-off system for the well mouth controls to turn on and off the corresponding SCSSV, MSSV and WSSV; and each independent control module pipeline controls to turn off the corresponding WSSV through a remote signal from a central control room. The modularized safety control system disclosed by the invention has the following beneficial effects: interchange among the independent control module pipelines can be realized; each independent control module pipeline is capable of controlling to turn on and off the corresponding SCSSV, MSSV and WSSV; each independent control module
