The invention relates to a geotextile winding-unwinding device which comprises a geotextile winding drum and a bracket, wherein the bracket comprises a main bracket body and two opening-closing arms,namely a first opening-closing arm and a second opening-closing arm; the opening-closing arms are movably connected to two sides of the main bracket body correspondingly; and the geotextile winding drum is detachably connected with the opening-closing arms. The invention further provides geotextile winding-unwinding equipment. The geotextile winding-unwinding equipment comprises the geotextile winding-unwinding device and a traveling power device. By adoption of the geotextile winding-unwinding device and equipment provided by the invention, the geotextile winding-unwinding automation can be achieved and the working efficiency can be greatly improved.
