Summary: | To provide a water treatment device and a water treatment method able to easily and effectively remove urea from water, and to provide an ultrapure water manufacturing device able to easily obtain high-purity ultrapure water that has an extremely low TOC concentration. The water treatment device and the water treatment method, which are provided with: a non-water-soluble polymer onto which is fixed an amino group or a quaternary ammonium group; and a biological activated carbon for treating raw water that has been contacted by the non-water-soluble polymer. The ultrapure water manufacturing device, which has the water treatment device, and a primary pure water system and a secondary pure water system provided downstream from the water treatment device.
