The production method comprises the following steps: S1, feeding phosphorus pentoxide and diammonum hydrogen phosphate into akneading machine; S2, checking whether the kneading machine is sealed or not; S3, vacuumizing and then introducing liquid ammonia gas; S4, starting the kneading machine to stir and raising the temperature; turning off a switch of a far infrared heating device when the temperature is raised to 150 to 200 DEG C; continuously raising the temperature to 200 to 280 DEG C by utilizing heat release of materials; S5, when the temperature is reached and internal pressure of the kneading machine is reduced below 0 to 0.1 MPa, vacuumizing again; then introducing the liquid ammonia gas again to enable thepressure in the kneading machine to reach 0 to 0.2 MPa and subsequently stopping introducing the liquid ammonia gas; S6, repeating the S5 for 3 to 8 times and finishing the reaction; S7, carrying outheat-preservation stirring
