The invention provides an isolating membrane and an electrochemical device, wherein the isolating membrane comprises a porous base membrane and a porous function body; the porous base membrane comprises non-woven fabric; the porous function body is located on one side or two sides of the porous base membrane; the porous function body comprises a porous netty heat resistant layer, and the materialof the porous netty heat resistant layer includes a heat resistant polymer, wherein the heat resistant polymer can resist high temperature of 450 DEG C, so as to ensure that the heat resistant polymerdoes not break at temperature of lower than 450 DEG C. The isolating membrane provided by the invention has good rate capability, high temperature resistant performance, safety performance, high energy density and long cycle life. 本发明提供种隔离膜及电化学装置，隔离膜包括多孔基膜体和多孔功能体，其中，多孔基膜体包括无纺布，多孔功能体位于多孔基膜体的面或两面，多孔功能体包含多孔网状耐热层，且多孔网状耐热层的材料包含耐热聚合物，其中耐热聚合物可耐450℃高温，以保证耐热聚合物在450℃以下不断裂。本发明提供的隔离膜具有良好的倍率性能、耐高温性能、安全性能、高能量密度及长期循环寿命。
