The method can prepare fuel oil which is low in nitrogen and sulfur emissions, high in combustion heat value, not prone to coking, and applicable to ships.According to a technical scheme in the invention, fibers and colloidal components in the oil soapstock are decomposed into small molecules by using an enzymatic hydrolysis technology, so the fibers and the colloidal components can be easily washed with water and are prevented from remaining in oil, and the clarity and fluidity of an oil product are improved; and at the same time, a part of nitrogen-containing and sulfur-containing compounds are selectively adsorbed by a modified inorganic adsorbent and are thus removed, so the amount of harmful gases generated during combustion of the fuel oil is significantly reduced
