The invention discloses a water-soluble full-inorganic perovskite quantum dot and a preparation method thereof. The water-soluble full-inorganic perovskite quantum dot is of a micellar structure, wherein an inner layer of the micellar structure is the full-inorganic perovskite quantum dot and an outer layer of the micellar structure is amphiphilic phospholipid; and the inner layer and the outer layer are connected by interaction of a hydrophilic action and a hydrophobic action. The preparation method of the water-soluble full-inorganic perovskite quantum dot comprises the following steps: firstly, preparing a full-inorganic perovskite quantum dot toluene solution; and secondly, uniformly mixing the full-inorganic perovskite quantum dot toluene solution with an amphiphilic phospholipid chloroformic solution, removing an organic solvent and then dissolving into ultrapure water to obtain the water-soluble full-inorganic perovskite quantum dot.
