The pre-treatment method comprises: selecting a plutonium oxide raw material, selecting a corresponding sintering boat, uniformly paving the plutonium dioxide raw material into the sintering boat, introducing dried air (Ar-1%H2 to Ar-10%H2) into a sintering furnace at a speed of 0.4-23.4 L/h, slowly increasing the temperature in the sintering furnace to 45-200 DEG C at a heating rate of 3-21 DEG C/min, carrying out thermal insulation for 1-48 h, and cooling the temperature of the sintering furnace toa room temperature at a rate of 3-20 DEG C/min.
