The invention discloses a steel heating-free direct rolling system and method. The direct rolling system comprises a continuous casting machine, casting blank cutting devices, blank discharging rollerways, transverse adjusting devices, transverse moving devices and rolling machines capable of achieving low-temperature rolling, wherein a cutting machine is arranged behind the continuous casting machine; the continuous casting machine is a multi-strand continuous casting machine; an outlet of each strand is provided with one casting blank cutting device; the blank discharging roller ways are arranged behind the casting blank cutting devices; the transverse adjusting devices are arranged between the transverse moving devices and the blank discharging roller ways; and the rolling machines arearranged behind the transverse moving devices. According to the system, no heating furnace is used in the steel rolling process, the cutting-off temperature of casting blanks is increased to the greatest extent, the time from
