The device includes: a cross flow fan disposed on a wing and a return pipeline arranged below the wing. The return pipeline is an enclosed annular pipeline structure with an open upper end and closed periphery, and wraps the wing, an annular channel with an open upper end is formed between the wing and the return pipeline, and the cross flow fan is located at the opening position of the annular channel.
