The formation method comprises the following steps: evenly mixing an Mg/Sn/W composite oxide catalyst powder body with a binding agent to obtain a mixture; then adding an extrusion aid, a peptizing agent and a pore-forming agent into the mixture and then mixing again to obtain wet material agglomerates; putting thewet material agglomerates into a strip extruding machine and then extruding the wet material agglomerates into strip-shaped materials to obtain the formed catalyst; drying the formed catalyst in a drying box, and putting the dried catalyst into a muffle furnace and then roasting the dried catalyst at high temperature.
