The invention discloses a preparation method of a moisturizing and ash retaining cigarette paper. The preparation method of the moisturizing and ash retaining cigarette paper comprises the following steps of sequentially adding phosphoric acid and sodium dodecyl benzene sulfonate into calcium hydroxide solution, stirring for ageing, performing solid-liquid separation, and sintering obtained solid to obtain hydroxyl calcium phosphate; uniformly mixing an pulping calcium carbonate, the hydroxyl calcium phosphate and paper fiber to obtain a pulp; dehydrating, forming, squeezing and manufacturing the pulp into a wet paper matrix, adding additives into the paper matrix through sizing, and then performing drying, rolling and slitting processes to obtain the moisturizing and ash retaining cigarette paper. The prepared moisturizing and ash retaining cigarette paper achieves a certain moisturizing function and good ash retaining performance, improves smoking flavor of cigarettes and enhances the ash retaining property
