This functional water concentration sensor (1) is provided with: a container (40) into which functional water (90) is placed; a light source (10) that emits ultraviolet light (11); a fluorescent body (20) that is excited by the ultraviolet light (11) having been emitted from the light source (10) and passed through the inside of the container (40), to emit fluorescence (21); and a light receiving element (30) that receives the fluorescence (21).
