A guiding wheel is arranged in a wire arranging frame, and friction losses of the wire are reduced; through a wire arranging chain wheel and a winding chain wheel, the rotation period of the screw and the winding wheel is adjusted; and furthermore, through coordinated work between the wire recycling device and a hydraulic traction and expansion integrated machine, the hydraulic motor is commonly used, and old wire recycling and new wire paving are achieved at the same time.
