The invention relates to a measurement device for pour points of crude oil and petroleum products at different pressures. The device comprises a nitrogen bottle, a pipeline, two brackets and a dual-cavity pressure system, wherein the dual-cavity pressure system is arranged between the two brackets. The invention further relates to a measurement method. The method comprises the following steps: 1, regulating a pressure trimmer I to enable pressures in both inner and outer pressure cavities of a test cylinder to be P; regulating a pressure trimmer II to enable the pressure in the inner pressure cavity to be decreased by 1 to 2; regulating a temperature regulator to reduce temperature by 0.1 to 2 DEG C at each time, observing whether a reading on a pressure sensor changes or not, and in case of any change, indicating that a crude oil or petroleum product does not reach the pour point at the pressure P, or in case of no change, indicating that the crude oil or petroleum product reaches the pour point at the press
