The invention discloses a vehicle positioning and tracking system which comprises a vehicle location positioning step and a vehicle location tracking step. The vehicle location positioning step comprises the following sub-steps: a T-BOX system monitors the running state of a vehicle; after monitoring an ACC OFF signal of vehicle parking, the T-BOX system requests to a vehicle-mounted positioning system for parking location positioning information; the vehicle-mounted positioning system positions the parking location; and the T-BOX system acquires parking location positioning information, and sends the parking location positioning information to a mobile phone terminal. The vehicle location tracking step comprises the following sub-steps: the mobile phone terminal acquires current location information and the parking location positioning information; the mobile phone terminal plans a path from the current location to the parking location through a mobile phone map; and a mobile phone navigation system navigate
