The invention provides modified three-dimensional carbon sponge including three-dimensional porous carbon sponge and an emulsifier. The emulsifier includes alkylphenol polyoxyethylene-10 and polysorbate 80. The mass ratio of the three-dimensional porous carbon sponge to the emulsifier is (60-80):(10-20). The modified three-dimensional porous carbon sponge absorbs dye molecules in printing and dyeing waste water by utilizing lipophilicity, a large specific surface area and other characteristics of the modified three-dimensional porous carbon sponge, is high in adsorption rate and can achieve a removing rate of 98-99.9% in 1-3 min. In addition, the modified three-dimensional porous carbon sponge has rapid deformation restoration and desorption properties, can be repeatedly used for treating printing and dyeing waste water, has good cycle use performance, and can be repeatedly used by 3000-8000 times.
