According to the method, a composite surface active agent system with combination of negative ions and no ion is taken as an emulsifier, acrylic acid series monomers or unsaturated monomers are adopted for carrying out a multi-stage seeded emulsification polymerization method, peroxysulphate is taken as an initiator, free-radial multi-step control copolymerization and alkali treatment are carried out at the temperature of 65 to 95 DEG C, a polymer with an emulsion particle inner layer with a hydrophilic functional group is prepared, the middle layer is of a composite structure with high crosslinking density, and the outermost layer is a multi-layer core-shell hollow micro-sphere emulsion formed through polymerization containing fluorinated acrylics with relatively high glass transition temperature.
