The device is characterized in that a first supporting leg, a second supporting leg and a third supporting leg are arranged in a regular triangle manner; three supporting points are uniformly distributed on three points on the circumference of the theodolite; an angle detector is arranged on a theodolite platform, and is arranged at a midpoint of a side of the regular triangle formed by a first fine-adjusting motor, a second fine-adjusting motor and a third fine-adjusting motor.
