A self-emulsifying type non-ionic waterborne epoxy resin curing agent is prepared by carrying out oleophilic and hydrophilic modification on polyethylene polyamine, i.e., introducing a flexible polyether chain segment and a chain segment matched with epoxy resin into the polyethylene polyamine. The waterborne epoxy asphalt is prepared from the self-emulsifying type non-ionic waterborne epoxy resin curing agent, emulsified asphalt and a waterborne epoxy resin main agent.
