The invention discloses a water draining device. The water draining device comprises a body, a fluid guiding plate, a blade and a base plate. In actual use, the water draining device is mounted in a cooling system by virtue of the base plate. When cooling water splashes, the cooling water can enter the water draining device through a water channel; when the cooling water touches the blade, the kinetic energy of the cooling water can be absorbed by the blade, and then the cooling water falls into a cavity structure; and the cooling water with the kinetic energy dissipated can flow out from the water channel under the action of the fluid guiding plate and enters a laminar cooling system.
