The chemical general formula of the europium doped borate red phosphor powder is SrBI2-xB2O7: xEu3+, wherein SrBI2-xB2O7 borate is a luminescence base material, Eu is doped rare earth luminescence center, and 0<x is greater than zero and no more than 0.25. The preparing method comprises: weighing raw materials, according to stoichiometric ratios of the chemical general formula of SrBI2-xB2O7: xEu3+, of strontium carbonate, boric acid, bismuth oxide, and europium oxide for grinding and mixing to obtain a mixture; and heating, calcining, and grinding same to obtain the europium doped borate red phosphor powder. It has good chemical stability, high excitation efficiency, and can be excited by near ultraviolet and blue light at the same time.
