The invention relates to a preparation method of water works sludge-base porous ceramsite doped with paper powder. The preparation method is characterized by comprising the following steps: mixing powdered sludge and paper powder according to a weight ratio of (10 to 25) to 1, uniformly stirring in water, clustering into microspheres with a particle size of 0.5 to 0.8 cm, and naturally drying; calcining the microspheres in a muffle furnace, stopping heating, cooling to 80 DEG C to obtain a calcined material, and cooling the calcined material in a dryer to a room temperature; and rinsing the calcined material for 5 min by using 0.1 to 0.3 M of hydrochloric acid, filtering the hydrochloric acid, rinsing by using distilled water, repeating for 3 times, drying the calcined material in a drying box to a constant weight, and finally obtaining the sludge-base porous ceramsite doped with the paper powder.
