The wheel set driving device comprises a hollow axle, a driving wheel, a driven wheel and a driving brake unit, wherein the driving wheel is mounted at one end of the hollow axle, the driven wheel is mounted at the other end of the hollow axle, and the driving brake unit is mounted on the hollow axle; the driving brake unit is connected with the driving wheel through a connecting element so as to transmit a traction force and a brake force to the driving wheel; and the driving wheel transmits the traction force and the brake force to the driven wheel through the hollow axle.
