The invention relates to an internally-inserted construction hanging basket and scaffold fixing device and an application method thereof. The fixing device comprises a movable clamping head and a fixed clamping head. The movable clamping head is sleeved with the fixed clamping head. A flange is arranged at one end of the fixed clamping head. Grooves are formed in the other end of the fixed clamping head along the axial hole wall. A threaded rod is arranged at one end of the mandrel and provided with a handle type nut.
