The invention discloses a flocculant for treating waste drilling sludge. The flocculant comprises the following components in mass percent: 20 to 27 percent of kaolin, 14 to 34 percent of corallite, 6 to 22 percent of kieselguhr, 6 to 17 percent of gypsum, 2 to 14 percent of coal ash, 4 to 9 percent of blast furnace slag, and 6 to 20 percent of cationic polyacrylamide, wherein the sum of the mass percent of the components is 100 percent. The invention further discloses a preparation method of the flocculant for treating waste drilling sludge and a method for treating waste drilling sludge. The preparation method of the flocculant comprises the following steps: separately grinding and screening the weighed kaolin, corallite, kieselguhr, gypsum, coal ash and blast furnace slag, so as to obtain powder with the grain sizes not greater than 48 micrometers, and sufficiently mixing the powder with the cationic polyacrylamide, so as to obtain the flocculant for treating waste drilling sludge.
