Summary:The invention relates to a water treatment device and method for electroosmosis chemical reaction. The device comprises a water inlet 1, a water producing port 2, an alkaline water producing port 3, an acid water producing port 4, negative plates 5, positive plates 6, cation-exchange membranes 7, anion-exchange membranes 8 and a direct current power supply 9, wherein a pair of anion- and cation-exchange membranes are arranged between each pair of negative and positive plates, all of the cation-exchange membranes 7 are close to the negative plates 5, and all of the anion-exchange membranes 8 are close to the positive plates 6, so that three water passages are formed between each pair of negative and positive plates, i.e. an alkaline water passage is formed between the cation-exchange membranes 7 and the negative plates 5, an acid water passage is formed between the anion-exchange membranes 8 and the positive plates 6, and a water producing passage is formed between the cation-exchange membranes 7 and the anion
