The method comprises steps that an arriving rate lambda of vehicles at the downstream intersect crossing of a large-scale activity place is acquired; the sustained release time g of the large-scale activity place is acquired; a leaving rate of the vehicles at the downstream intersect crossing is acquired; vehicle queuing length f2(t) and f1(t) at the downstream intersect crossing during large-scale activity evacuation and no large-scale activity time are calculated; the f2(t) and the f1(t) are compared to acquire the induced vehicle queuing length at the downstream intersect crossing; a vehicle evacuation mode of the large-scale activity place is adjusted according to the induced vehicle queuing length.
