The invention discloses high-viscidity and high-elasticity modified asphalt and a preparation method thereof. The asphalt consists of the following raw materials in percentage by weight: 76 to 77 percent of No.70 matrix asphalt, 11 to 13 percent of an SBS modifier, 3 to 5 percent of petroleum resin, 6 to 8 percent of rubber oil and 0.3 to 0.5 percent of an anti-stripping agent. The preparation method comprises the steps: maintaining the No.70 matrix asphalt at 190 DEG C, adding the petroleum resin, the rubber oil and the anti-stripping agent according to the proportion, shearing to obtain mixed asphalt with fine and uniform granules, finally adding the SBS modifier according to the proportion and shearing to obtain the high-viscidity and high-elasticity modified asphalt.
