The invention provides composite modified starch for preparing hollow capsules and a preparation method of the composite modified starch. The composite modified starch comprises the following components in percentage by mass: 15-30% of wax corn modified starch, 15-40% of cassava modified starch, 15-25% of potato modified starch, 5-10% of sticky rice modified starch and 10% of water.
