The invention relates to a phosphorus modified biochar fertilizer which is prepared from the following raw materials in parts by weight: 70-80 parts of agricultural and forestry by-products, 30-40 parts of human and animal excreta, 25-35 parts of an additive, and 10-15 parts of an activator. Biochar has relatively large specific surface area, and improves the soil organic matter content; with the use of the human and animal excreta and the agricultural and forestry by-products as main raw materials, the biochar fertilizer is richer in nitrogen, phosphorus, potassium and trace elements than a biochar fertilizer only using agricultural and forestry by-products as raw materials. As a low-cost non-chemical fertilizer, the product can provide yield guarantee for organic agriculture and green agriculture; a preparation method is simple, controllable, and easy to implement; while the human and animal excreta and biomass are effectively treated, the biochar fertilizer provided by the invention has higher adsorption p
