The heating temperature is reduced, austenite grain micronization before rolling is kept, two-segment type control rolling is adopted, repeated deformation of a first-stage recrystallization zone enables austenite grains to be micronized, in the second stage, the accumulated reduction amount of the austenite non-recrystallization zone is increased, and the grain interfacial area and the deformation zone area of the austenite unit volume are increased; the manner that the chromium exceeding 0.3% is added into the outlet chromium addition common carbon steel plate replaces the manner that originally, B exceeding 0.0008% is added, the defect of steel contai
