Provided is an apparatus for treating ballast water by using electrolysis. The apparatus includes a plurality of ballast tanks into which ballast water is introduced; a ballast water main flow supplied to the ballast tanks; a ballast water side flow branching in the ballast water main flow; an electrolysis tank for electrolyzing the ballast water side flow; a first salinity measuring tool for measuring the salinity of the ballast water side flow into the electrolytic tank, a second salinity measuring tool for measuring the salinity of the ballast water flowing at least into one of said ballast tanks; and a controller for supplying the ballast water from one of the ballast tanks to the electrolysis tank based on the salinity value measured by the second salinity measuring tool in a case that the salinity measured by the first salinity measuring tool is less than the critical value.
