The invention discloses an injecting type joint filling device and method. The method comprises the following steps of determining the coordinate of a tunnel water outlet point, leading a hole to the water outlet point, then mounting a water discharge pipe with a filter head, assembling the injecting type joint filling device, then pumping pulp in a pipe cavity of the joint filling device, injecting pulp into the joint between the water discharge pipe and the leading hole, and at last sealing an opening after joint filling. The joint filling device comprises a double-layer sleeve pipe, a hollow pipe shaft, a rubber piston, a handle and a hose. The two ends of the double-layer sleeve pipe are connected through four connecting ribs to form the pipe cavity. The hollow pipe shaft with the rubber piston is mounted in the pipe cavity to serve as a propelling device. The rubber piston and the hollow pipe shaft are in interference fit.
