The invention relates to a safety wheelchair for a prisoner. The wheelchair comprises a frame, a supporting frame, a seat and chair back, a pedal plate frame, a pedal plate, walking wheels and universal wheels, and is characterized in that a safety belt is fixedly arranged at the lower left part of a seat of the seat and chair back; an inserting handle of the safety belt is fixedly arranged at the middle part of the upper part of a chair back of the seat and chair back; the safety belt is wound on the prisoner from the waist and then is fixedly connected behind the chair back.
