Summary:The present invention relates to a developing roller, a toner and an image forming apparatus. One object of the present invention is to provide a developing roller capable of suppressing anchorage on the regulation blade and filming on the developing roller even in a high-speed printing and long-life image forming system using a low-temperature fixable toner. A developing roller includes a conductive axis body; a conductive elastic layer forming at the periphery of the conductive axis body; and a toner bearing layer forming at the periphery of the conductive elastic layer.
