Summary:The invention discloses a high-speed railway on-board earthquake emergency handling device testing system and a method. The system comprises a power supply, a safety loop, a relay, an oscilloscope, a GSM-R antenna and a GPS clock, wherein the power supply is used for providing power; the safety loop is used for simulating a train set emergency braking safety protection combined loop; the relay is serially connected in the safety loop, and when a to-be-tested on-board device outputs an earthquake emergency braking electric signal, the contact of the relay is switched into a normally-open state from a normally-closed state; the oscilloscope is used for acquiring and displaying output signals of the to-be-tested on-board device and the GPS clock; the GSM-R antenna is used for receiving earthquake monitoring early warning information; and the GPS clock is used for receiving a satellite signal and processing the satellite signal to obtain GPS time.
