The invention relates to a device and a technology for manufacturing a horsehead arc plate of an oil pumping unit. The device mainly comprises a movable feeding frame, a fixed feeding frame, a roll forming unit, a roll bending forming unit and a power unit which are sequentially connected, wherein the roll forming unit comprises at least one group of levelling rolls and a plurality of groups of forming rolls; each group of forming rolls comprises an upper forming roll and a lower forming roll; the upper forming rolls have boss parts; the lower forming rolls have groove parts corresponding to the boss parts; the roll bending forming unit comprises upper roll bending rolls and lower roll bending rolls; the upper roll bending rolls have boss parts; and under the driving of the power unit, the roll forming unit and the roll bending forming unit firstly perform continuous rolling on a plate to form r arc-shaped grooves and then perform roll bending to form an R arc surface, and finally the processing is completed.
