The invention provides a simultaneous determination method and a determination device of the capillary-rise height and the specific water yield. The determination device is provided with an experimental section, a measurable-flow-velocity water supplying device, a measurable-flow-velocity overflowing device and water supplying and draining soil pillars. According to the invention, the capillary-rise height and the specific water yield can be determined simultaneously, calibration by water-permeable stone is not needed when the specific water yield is determined, the operation is simple, and the water yield and the ending time for capillary rise can be accurately determined when the capillary-rise height is determined; the application prospect is wide, and as a teaching instrument, students can understand the determination principle of the specific water yield and the capillary-rise height better; in production, the simultaneous determination method and the determination device can be applied in calculation of
