The invention discloses a barcode technology-based electronic document management system and method. The system includes an electronic documentation plug-in, a database and a barcode recognition handheld device; the electronic documentation plug-in is connected with the database and is used for generating and modifying a barcode in an electronic document and storing the electronic document wherein the barcode is generated or modified to the database; the database is connected with the barcode recognition handheld device and is used for storing the electronic document containing the barcode; and the barcode recognition handheld device is used for recognizing a barcode in a paper document and determining an electronic document in the database corresponding to the barcode according to the barcode.
