The method comprises the following steps: firstly cutting rice straws, soaking the rice straws into sodium chloride solution, taking out the rice straws, sunning, charring and mixing the rice straws with sterilized chicken manure, heating, adding ethyl acetate, cooling, slowly spraying waste illegal cooking oil to the rice straws, mixing the rice straws with potassium phosphate, and then drying the rice straws through a drying oven. The production method has the benefits that the fertilization efficiency is high and is improved by 10 to 15 percent; the preparation steps are simple, and the required cost is low.
