The invention provides a multistage plunger gas lifting device for a combined tubular column and a process. The device comprises a first oil tube, a second oil tube, a first plunger, a second plunger, a bidirectional clamping buffer device, a well bottom buffer and a well mouth buffer. The first oil tube and the second oil tube are vertically communicated. The well bottom buffer is arranged at the bottom of the first oil tube, and the well mouth buffer is arranged at the upper end of the second oil tube.
