The invention discloses an apparatus for continuously and automatically carrying out a balloon forming process, comprising a body. A program control unit, a temperature control unit, an action control unit, a pressure control unit, a preforming unit and a balloon mold are disposed in the body; the action control unit is disposed on a transverse partition of the body and comprises a left electric cylinder and a right electric cylinder; the left electric cylinder is provided with a left moving part which is fitted with a tube fixture; the right electric cylinder is provided with a right moving part; the preforming unit is disposed above the right side of the balloon mold. The invention also discloses a method for carrying out automatic balloon forming through the apparatus. In the invention, it is possible to continuously and automatically carry out the balloon forming process, the traditional repeated forming process of a single balloon is replaced, and it is possible to evidently improve the balloon forming e
