The invention discloses a cleaning device and a cut-tobacco dryer with the same. The cleaning device comprises a base and brushes. Each brush comprises a brush head and a brush tail, wherein the brush tail is opposite to the brush head which is used for contacting with the surface of a rotating cage. A brush handle fixed to each brush tail is mounted on the base in a movably oriented manner along a bristle length direction of the corresponding brush, an elastic part used for pressing or pulling a brush handle along an orientation of each brush head is mounted between the corresponding brush handle and the base, and each brush handle is capable of moving in an oriented manner in the base under pushing action of the corresponding elastic part.
