The invention relates to the technical field of fertilizer and provides coated controlled-release fertilizer and a preparation method thereof. The degradable coated controlled-release fertilizer comprises fertilizer taken as a core and a coating film layer coating the surface of the fertilizer, wherein the coating film layer is formed through the curing reaction of polyether polyol, a biological degradation agent, a photosensitizer and a curing agent, the biological degradation agent accounts for larger than 0% and smaller than or equal to 20% of polyether polyol by mass, the photosensitizer accounts for larger than 0% and smaller than or equal to 1% of polyether polyol by mass, and a mass ratio of polyether polyol to the curing agent is 3:7-7:3. According to the coated controlled-release fertilizer, degradation of the a solvent-free coating material is promoted and environmental pollution of the coating material is reduced through addition of the biological degradation agent and the photosensitizer; meanwhil
