The device comprises traffic lights, a sensing system, a prompting system and an directed strong-sound denial system, wherein the sensing system is used for sensing whether red light runners exist when the red light of the traffic lights is lighted, the prompting system is used for prompting the red light runners to stop red light running behaviors when the sensing system sensed the existence of the red light runners, and the directed strong-sound denial system is used for emitting a directed strong-sound acoustic beam to the red light runners in case that the prompting system cannot stop the red light running behaviors.
