The invention discloses a pipe painting lifting tool and a lifting method. The lifting tool comprises a lifting rod, a left lifting arm, a right lifting arm, flexible shafts, idler wheels, motors and a speed reducer. The motors are arranged at the top end of the lifting rod. The bottom end of the lifting rod is connected with the left lifting arm and the right lifting arm respectively. The flexible shafts are arranged in the lifting rod, the left lifting arm and the right lifting arm. The multiple pairs of idler wheels are arranged at the bottom ends of the left lifting arm and the right lifting arm respectively. The top ends of the flexible shafts are connected with the motors. The bottom ends of the flexible shafts are connected with the speed reducer. In the pipe painting process, a large amount of labor is saved, and production cost is reduced; a workpiece is rotated at a constant speed, so that the workpiece is painted more evenly; and the quality of the finished product is improved, raw materials needed for painting are saved to a certain degree, cost is further reduced, and meanwhile the pipe painting lifting tool is more environmentally friendly.
