The invention relates to an antibacterial chloroxoquinoline derivative, specifically to a compound as shown in a formula I which is described in the specification and salts, solvate and prodrugs thereof. In the formula I, R1 is selected from the group consisting of hydrogen, -C1-6 alkyl group, -C2-6 alkenyl group, -C2-6 alkynyl group, -C1-6 alkyl-phenyl group, wherein the alkyl group, the alkenyl group, the alkynyl group and the phenyl group can be optionally replaced by halogen, nitro group, cyano group, hydroxyl group, -C1-6 alkyloxy group and phenyl group; R3 is selected from the group consisting of hydrogen, -CONHR31 and -COOR32, wherein R31 and R32 are separately selected from the group consisting of -C1-6 alkyl group and -C1-6 alkylamino group, and the amino group can be optionally replaced by one to two -C1-6 alkyl groups; and R7 is selected from the group consisting of halogen, -C1-6 alkyloxy group, morpholinyl group and piperazinyl group.
