The invention discloses an irrigating and fertilizing device capable of dissolving fertilizer rapidly. The device comprises a water tank, a water inlet pipeline, a fertilizer dissolving tank, a fertilizer outlet pipeline, and a drip irrigation system. The upper part of the fertilizer dissolving tank is provided with a fertilizer inlet, an annular water outlet pipeline is arranged in the fertilizer dissolving tank, multiple water outlet pipelines are arranged on the annular water outlet pipeline, and the direction of water outlet pipes is the same as the annular tangential direction. One end of the water inlet pipeline is communicated with the water tank, the other end is communicated with the annular water outlet pipeline, and a unidirectional valve, a water pump and a water inlet valve are arranged on the water inlet pipeline. One end of the fertilizer outlet pipeline is communicated with the fertilizer dissolving tank, the other end is communicated with the drip irrigation system, and a fertilizer outlet valve is arranged don the fertilizer outlet pipeline. The provided device can dissolve the fertilizer very easily without using any stirring equipment or artificial stirring, the water solution of fertilizer is uniform, the time and labor are both saved, the fertilizing efficiency is improved, and the fertilizer utilization rate is high.
